Rear axle locked up...

Rear axle locked up...
This isn't a question about my car, it's about a 1997 dodge neon one of my friend's has, but I figure I might as well ask here. When you put the car in reverse, you can't back it up because the rear axle is completely locked. The tires just won't turn. The car will rev up and push the car back (making the rear tires hop), so it's not the clutch/tranny (it's also a fwd car). And the parking brake isn't on (this girl is a really good friend, but not too bright, I figured that might be what it was, but it wasn't). She doesn't *think* the rear brakes have ever been replaced, so I don't know if those could be locked up hard enough (drum brakes) to completely freeze the axle. If anyone has any ideas, I'd really appriciate it. I'm asked quite a bit and no one seems to know. Thanks!

Yup, drum brakes are siezed up, jack up the rear end, take the wheels off, get a BFH and hit the drums until they come off,Dont hit the lug studs!!! sand off the rust, and put em back on.

Was the parking brake set the last time she drove the car? If so its probaly siezed up.
How long has the car been siting?
If its not long then the parking brake cables are junk and are not relesing.
If its been a long time then ^What he said about the brakes.
