Thats called activation energy. Notice how the "feeler" charges slowly (relatively) come out of the sky, as the air provides more and more resistance, the electrons come with more and more energy. Once this "activation energy" has been overcome, in order for physics to be true you must have, V = I*R. In this case, voltage and resistance are constant so you have to increase current (I) in order for the equation to be true and this is what you see happening here. You are actually getting to see what it looks like when current increases. Pretty neat ****.
