so i was driving home and my wheel locked up and the power steering like came on what can be wrong

start it up and see if the wheel truns at all and if the power steering light is still on. If that light is still on, I'd call roadside and have them come take it to the dealer, it's free to you and a hell of alot safter if your wheel is locking up.
i may be crazy but where is the power sterring stuff at? is it electronic or something? i was looking under the hood and noticed there's no holder for power steering fluid like my cav had. this is probably a dumb question but its the one thing i havent noticed on the cobalt

The power steering is an electric motor. No hydraulic fluid needed. The motor is part of the steering column. When it goes bad you have to replace the entire column.
i made a thread about this before, happened to me. Yes hopefully youre under warranty cuz they had to replace the steering column, and I dont even know how much it costs to pay out of pocket. It will keep happening though if you dont fix it.
I had a problem similar to this but it was on a 92' Taurus. I was turning out of my uncle's subdivision when the motor mounts broke. It put pressure on the steering box and I was unable to turn unless you jerked really hard on the wheel. It was fun watching my uncle drive it home jerking it all around. lol Got to love first cars.
How many of you forget to read the previous posts before responding. A highly doubt a '92 taurus has electronic power steering. There is no power steering fluid for electronic power steering. This is not a hydraulic application.
I was not saying that the taurus had electric power steering. Was just saying that I can relate to not being able to turn. and that his story reminded me of mine.
are you under warrenty? if so it shouldn't be any issue. If it wasn't abused, and 'they can reproduce the issue'(their words, not mine) then it shouldn't be any kind of issue. If it is, I'd be making some waves up the chain of command.
I'm too the point, that I had to fight gm to buy back my 2002 ZR2 s-10(I bought it new, was a lemon from day one), so when they see me comming they know I mean business and won't take any BS. I'm not say give them a hard time, or be an *******, but just let them know "hey it's broken, if it's covered fix it".

If it only does it on right turns then I don't think the electric steering is your problem. Sounds kind of like a wheel bearing, especially the "humming" sounds.
