I have black rims with machined lip. My lip is starting to get what looks like water spots or some sort. Tried cleaning them, but not coming off. Do I need to buff them out?

its like taking showeres and not cleaning off the faucet... although its filtered water, there are still minerals and stuff, try taking like a bathroom lime and scale remover, try that
