OBD-II Fuse

Helping out a friend here if you know please help we are trying to figure this one out

Right now he is unable to tune his car or read codes off his OBD-II port becasue the port is not giving out any power so we think it is the fuse. Any input would be great.

is in the fuse panel on the passenger side, just look at the diagram it will say diagnostic ecm fuse.
