it is not in the state of texas and texas is known to have the worst laws ever enforced on motorized vehicles.
I have the green ones and have Never been pulled over for them. They light up street signs very well and look like HID's at some angle's

Generally what I've heard, in Texas at least, is that the lights that are illegal are like the blue, red, and yellow ones for impersonation of an officer or something of that nature. Not quite sure on that, but it's what I've heard. I do live in Texas, but I've never played around with the color of my lights. If they're in fact legal, then I might have to look into getting some of those for my LT.

They're illegal in Florida, that's the only state I know of for sure. Florida requires all headlight bulbs to emit a white light, colored lights are prohibited. So they're not 50 state legal, you'd have to find out from your state DOT.
And HIDs in a housing designed for halogens is illegal everywhere (DOT regulation), but it's up to cops to choose whether or not they want to enforce it.
