i got what looks like a black spec on the white paint. I cannot feel it with my fingernail nor pick it off. It doesnt look like a trip, so i'm thinking it is some kind of sap. so my question is, is this when the clay bar comes into play, to remove odd ball stuff like this?

Yes unless its a chunk of paint missing and the black you are seeing is primer or the bare body material.

doesnt look like primer, def not metal, its just a spec, literally hard to see but i'm anal about the car, mainly because it only has 2300 on it

If its on the bumper or something it could be the plastic like material under the paint. Thats black. However if it is some sort of dirt the clay bar will take it off.

yup.. if its dirt, sap, etc.. the clay bar should get it
