OP snap some pics of the wiring connections you have, as well as where th bulb goes. If you have information on what kit was used to make the retrofits it would be very helpful (sorry if I missed where you said what they are)

Thats the thing i dont have any info and when i asked he didnt respond. So im trying to figure it out. Ill take some pics in a few min about to go out there and try working on it.

^^^this. The guy is such a dick. When I bought some hid kits from him about a year back I received one where the replay was busted. So I thought no big deal just message him and get this worked out. He basically told me to **** off in so many words and I even bought the lifetime warranty(I guess that was a great idea since his company doesn't even exist anymore).

The guy I bought from two years ago on cyber Monday unfortunately does not make retros anymore otherwise id say buy from him. There is a comparison thread between the two if you know where to look. The difference and attention to detail was baffling

Can u do a few things for me.
Check the ground on both eye loops.
Swap ballasts. If passenger does not light up continue.
Swap bulbs. If passenger does not light up continue.
Performed shutter test on the solenoids. If the shutters work on both headlights and still not lighting up. Bad relay.
The relay is actually a serviceable item. Now it depends what type of harness you have. If you have the cheap 7$ harness from eBay. Go buy another.
If you have the morimoto harness. Buy just the relay if u want or the harness. The relays fail on the harness. Its just a matter of luck. If you need more help I can take a picture of both a cheap eBay and morimoto harness to show you what goes bad. Let me know.

haha okay i just went to work
I took the drivers side head light and ballast and put it on the pass side and it did not light up.
I took the pass side headlight and ballast and put it on the drivers side and it turned on. I put the high beams on and i can here the clicking sound from under the hood and the light gets brighter.
Both eye loops are good one i replaced because it was broken.
I took pics im uploading them now.

ok so the shutter worked on both lights? if so you need a new relay. dont be afraid. thats a cheap replacement honestly. ive dont way to many retros and solving issues on em is cake. i can take a picture to show you what you need. its unlikely for the harness wiring to go bad. unless you tore the insulator and broke the wiring. a ohm out test is to be performed to confirm wiring failure. but thats just not normal lol. my toughts point to relay. brb in a few with pictures of both ebay and morimoto.

also would these work?
