Its not a program, its just an image hosting site geared toward professional/amateur photographers. And my edit was done from just the high-res jpeg. Usually I dont see results that clean from a one image edit, especially from a jpeg which is why I asked and played around with it. I spent like 45 minutes on it so its not like it was done in a flash and there is always more you can do to perfect it. A noob to PS could spend 3-4 hrs on it and not get results like this though. The more you do it, the more you can easily "see" what needs to be done right away and know how to get to the desired result.
well now im sad.

Don't get discouraged. Download gimp and mess around in there to get your feet wet. Buy some books and/or watch YouTube videos on various editing techniques. There's so much free info on the web that anyone can become a professional.

i happened to take more photos tonight, the mall closed early and i parked in the parking structure
i tried a 4sec stutter with a f/20 and iso100. i had my hazards on for cool points. i think it came out pretty sweet but that was probably just my lcd screen up all the way
after i eat ill hit some edits and get some raw files out

no joke it took me less than 5 minutes to edit that raw file
I had a midnight shoot with a mazda3 recently and it was -25; -40 with the wind chill
I never liked creative crops, but the overall hollywood feel you gave to this is fantastic.
