so to recap, OP is a jerk for getting your hopes up and reading owns you all
The gov vetoed it after its technical deadline (Surprise surprise with Illinois...), but its going back to the State House and Senate for approval (there's no doubt that they'll approve of it or completely override the veto, it passed originally UNANIMOUSLY). It's expected to be back on the gov's desk and signed into law in October. So you have 1.5 months to wait.

Slow down there, Chief. Ya gotta wait until at least October for the bill to be ratified again because the Gov. caught a glitch in the wording of the bill and vetoed it so it could be corrected. (The glitch was in regards to MPVs like SUVs and Crossovers that come from the factory with 20% tints in the rear that would make it illegal for them to have any tint in the fronts)

Although this is better, it is till slightly pointless...I have 20% in the rear and can't do anything to the front the way the bill has passed...

You can put up to 50% tint in the front windows. 35% all the way around or 50% in the front and any % in the rear.

My understanding is that if you have anything darker that 30% in the back, you can't tint the front at all....

You can have 35% all the way around or 50% up front and 30% in the rear...

I'm screwed with the 20% I already have on....

you can have 50% on the sides and have as dark as you want from behind the driver OR or you have up to 35% on the sides and no darker then 30% behind the driver. realistically thought i doubt a cop could tell the difference between 35% and 30%

Pretty sure you can't do anything darker than 30% on the back. I'm 5% in back and the guy that does the work around Peoria illinois said it's illegal to do the fronts with the backs that dark. So, I'll just do them myself... unless they have the light metering device they can't tell with any real accuracy anyway.

So I LOVE MY GIRL she is going to buy me tints for my car . So i just would like to be clear if i do 5% in the back, the darkest i can go in the front is 50% right? I would get a ticket for 35% in the front with the 5% in the back.

No, anything darker than 35% on the back makes it illegal to do the front. Unless you are driving an SUV then it's different. Check out the link I posted previously for the details.

Correct...50% in front and 30% in back or 35% all the way around or nothing in the front and anything in the back...
