You have to download ms framework (you probably already have it), drivers for the pmc to serial to usb box, and download EZflash.
Next
OPEN YOUR EMAIL, vince sends you the TPC file with your vin embedded
UNZIP (dont try to load the zip file), save to your tuning folder.
Open EZ flash program
Find the TPC file
Connect the OBD2 cable
Flash the ECU (make sure your laptop wont fall asleep, change power settings, or plug it in)
Microwave a burrito, drink a beer.
Wait for ECU to reset
Start the car up, let it warm up. Open the datalogging menu, name the file something easy to remember (stock/boltons/etc)
Go find a road, and datalog while doing some 2nd gear burnouts, or punish your clutch in 3rd gear at 3k....
Send it to vince, and let him tweak it

When you buy a dealer kit you pay for the tune and the cable. When I bought my dealer kit, I paid $350 for the tune, $36 shipping, and $200 for the cable. $490 is a much better deal than the $586 I paid.
