Whitish blue smoke indicates it is burning oil. I don't see how a timing chain replacement or down-pipe/exhaust could be the cause of an oil consumption issue. Is it possible your downpipe or exhaust had oil in it for some reason and what you see is that oil burning out of the exhaust system? Does it smoke all the time or just when you run the engine a certain way? I used to burn alarming amounts of oil and you couldn't even see smoke under normal operation though it would puff a cloud when I hammered down.
