Cheap and efficient Stage 2,5 ...
Here is a formula for a cheap 25 WHP and 20-25 WTQ over stock.
1 : 3.0" pulley. You have the choice between a modular one or a plain one (look like stock). Here is one cheap suggestion (among others) if you don't plan to upgrade to a even smaller pulley later :

You can also run a 2,8" pulley if your car is a 2004 or 2005. With it you'll nead a bigger tensionner pulley or an adjustable belt tensionner arm.
2 : Replace your stock muffler with a 2.5" straight through design. Here is one suggestion (part #14326) :

3 : Install a manual boost controller (just splice the vacuum line between the electrical by-pass valve selenoid and by-pass valve actuator's lower nipple. Set it at 15 PSI; this way you won't be too lean for the last RPM's and won't get too much knock. Here is a suggestion :

4 : Upgrade to one step colder NGK BKR7E plugs gapped roughly to 0.030".
Total price : roughly 200 $ for the parts, and a couple of hours for the installation.

im definatly going to get a boost control inline instead of capping of the bypass line
JMC- how much can you really do with the AFC2.2, was looking at picking one up but didnt know what else would come out later down the road
any thoughts...deal or save my money?

im gonna plug it inline with the bypass hose
when solinoid open functions like stock, closed solinoid will vent
i could do it with a t fitting but want the psi in the vacuum line to be able to vent to Atm.
whith the valve shut

well here is some good info on that. i dynoed my car with a 3.0" pulley, drop in air filter and muffler swapped with a dynomax. and dynoed 10hp more than my friends cobaltss and he had a 3.0" pulley full CAI oh yeah both had the bypass mod done. so switching that muffler out will def. help out. both dynoed at the same place back to back.
