you have a wideband and HPT? If so you may have to make some adjustments to the tune or even observe your wideband to see where the issue is. Or better yet if you bought it through GM, take it to the dealership.

Providing you have already purchased a GMPP stage kit and installed all the parts I would agree. Basically an hour minimum to reflash the PCM. (even though it will only take a fraction of that) BUT DO NOT LOSE THE SERIAL NUMBER SHEET THAT COMES WITH THE STAGE KITS! They will need that number at the dealership in order for them to call GM Techline and request the rep to "assign" your car as having the factory stage kit installed.
The good news about that is if you ever get reflashed by the dealer (eg. your PCM "fries" and it gets replaced) it will always be the latest cals for whichever stage kit you have. (your VIN is automagically associated as being a "stage" car)
The bad news is that if you use another aftermarket programmer such as HP Tuners to alter your tune (even just the rev limiter) these alterations will be "reset" back to factory stage tune level should you eve get a reflash at the dealer. (but hopefully you'd have a back up of you modified tune anyways so , not such a big deal)

Where I live getting any gas over 91 octane is pretty tough. I want to stage 2 my car I know you are supposed to run 93 with this kit. Will running 91 create issues...Keep in mind the 91 here in Canada is absolute garbage. How much worse will the gas mileage be as well? I get about 500km a tank right now.

there is nothing wrong with Canadian gasoline. All winter gasoline north of Georgia or so, has a different RVP for cold starting...Shell gas which is available near where you live, is a tier one gasoline supply and their 91 octane has no ethanol. Another Tier one supplier is Petrocanada , their 94 is available near where you live as well, it has ethanol , but that helps make the octane.

Very stupid thing to do! The idc's are through the roof and beyond static im sure..pick up some 42's or even 60's for more growth
