No Crank/No Start Issue

2006 Cobalt SS 2.0 LSJ manual.
I know this is a very common issue with these cars. Here is my issue:

I get a no crank/no start issue. No security light. No codes. Battery is fully charged and tested CCA is good. When i pull the Crank relay, it ohms good and clicks when bench tested with power. Been replaced with known working relay even.

-With good relay in place, I get no crank/no start
-Remove relay and do the following:

-With key in the ignition and in run position, in neutral, i can jump pin 30 (12v constant) and pin 87 (signal wire to starter) and it fires up and runs perfect
-Multimeter positive lead on pin 86 (12v on control side coming from clutch switch) and negative lead on good ground. I get 12v when clutch pressed, 0v when clutch released (clutch switch is good)
-Multimeter negative lead on pin 85 (Switched ground from ECU C1 48 "Starter Relay Coil Control") and positive lead on positive post of the fuse box. 0v when key out, 12v when key is in the run position. (ECU is sending good ground to pin 85 on the control side of the crank relay)

I cannot understand why I can jump the load side pins and it starts, but with the good relay in, it wont start if the control side of the relay is functioning. Any ideas?
