Boost Loss & Exhaust Sound Change

I just recently bought a 2006 cobalt SS, everything was good for the first month but then one day the exhaust sounded more raspy and ubnormal, and shortly after that I've been lost boost pressure. I should be running 18 pounds of boost but when I step on it, I only get 11. Also, when I powershift I've been told black smoke is coming out of the tailpipe. This is really frustrating and I have no clue how to fix it.

specs on the car and mods?
i would assume that is a 2.4, turbo or supercharged?

if turbo, does it take longer to boost?
