The balance shafts in the ECOtec engines are installed to counter the natural vibrations of a 4-cylinder engine to make it run smoother. The negative side is that they are weighted -- thus require horsepower to turn. They are timed/phased with the engine via the timing chain.
Neutral balance shafts are light-weight replacements for the weighted shafts. They require less horsepower to turn (they free-up, rather than create, horsepower). the negative side is that the engine vibration is greater.
If you drive your car 98% of its' life on the street and race it 2% of its' life on the track it probably would not be worth the extra horses to put up with the extra vibration.

What was the price to have the cams and shafts installed? what was the price for them overall? where can I get them? Im excited as hell, because i finally plugged into HPTuners and upped my rev limit to 7K, but im still running stock cams and springs. There is so much power in the top of 2nd and 3rd just by adding that extra 200 rpms! I cant wait to see what better cams and a limit of 8K will do!

anyways took the car up to 5500rpms and holy **** it scared me, iwas travelling along and decided to step on it I was going 100kms and when I stepped on it, I was not expecting the power put out,really freaked me,I had to put the other hand on the steering wheel.LOL

never had to tune them in, they work like a charm, but tooning will only make them better, if you have a raised rev limitor you might want to consider valve springs so you dont chance a valve floating, to have cams installed 2 bills.
