they have strips where lights are at right angle for this application. They have pictures as well. Going to put some in my car. Also doing angel eye effect.

Actually another version

You can mount LEDs behind the halo ring in a circle. I am doing a sequencer as well which will allow me to have the lights sequence in a circle if I want.

what diameter will be needed for the stick headlights for the CCFL do you think?

What's his face with the red sedan, Hail something had it. Looked alright. This is a waste of time if you can't get bright LED's, IMO... and those in the OP aren't anywhere near bright enough.
