Halo projectors alignment

I know i'll probably get burnt by asking this question but here goes:

If the projectors were built to specs for cobalts, why didn't they align them at the factory or have them like the OEM with no moving parts?

my OEMs have moving parts.... Plus its easier to "generally" aim the blob of light from the factor lights then it is to aim the projectors that have the cutoff/angle. And GM makes
