what's the best tuner

HP tuners for sure, there is only so many tables you can play with on the LE5. Not sure about NB but around HRM raven autosports (bayers lake) does custom tunes.
Be careful about climate variables, and buying profiles from the states, octane rating weather, humidity and all that.

You must be familiar with the integra?
Anyways, I highly recommend Danny over at Jd Racing. He tuned a few people's cars that I know, and you can leave there KNOWING you have all the power you can get out of it. And as a bonus it wont chuck its cookies.

We had a dyno day last summer, and Danny put his integra on the rollers. He had his turbo at something like 6-8psi and pushed 399hp and 300tq on a 35C day
