Not sure if you could find anything new but I'm confident you could find one in good shape from someone parting one out. I didn't have much luck with a quick google search but people more familiar with body work might know of different avenues.

You can get them through body shops but they are not cheap and I cant remember how far they go to the edges, your best bet would be a find someone parting a car or cut one from a clean pullapart.

I don't think GM produces them anymore. You'll probably need a quarter cut from a wrecker.

We don't see much OEM parts for Cobalt's in the body shop anymore. Values are too low.

Is this what you mean?

Now the tricky part; driver or passenger side?

Driver side is not mint, but it's good and there are no deformations; passenger side picture may not show here but it's the least perfect of the two and if you look close you can see in the light it's not quite right - it's bent a wee bit and would require an upfix.

The PO put that little tab on the front to hold on his front valence and bumper cover, so you'd have to remove it with an allen key and spot fix the 1/4" hole, then repaint to suit you. But I'm in Ontario and you're in GA so that's a challenge.
