I have heard it's good to do that where the filter goes after you remove it. But then you are supposed to replace it with a new one

The person who had my car before me smoked so this was one of the first things I changed. It was just as dirty as the OP. Got mine at napa. It was a little tough to get the new one in without smashing it up

Mine was black, and full of pine needles, dead ants, cigarette ashes, and a general coating of dust bunnies.

I specifically asked at the dealership when I got the car if it had been changed, and of course the salesman said yes thats on the "Optimized" list.

Lies, all lies. I just wish I had checked it sooner, I had to put up with the cigarette smoke smell all summer before I realized the cabin air filter was the original

The Fram version of the filter advertises Arm and Hammer baking soda in it.

nope very easy, open it, and you basically bend the stops back so it can hang upside down from the hinge. This gives you access to the little door that the filter is behind.

I had my GTI seviced at the dealer and the cabin air filter was supposed to be changed. 1 month later I noticed that it smelled kinda crappy after turning the A/C on and off. Did I get screwed as well?

I'm afraid to even look. I'm not sure if they replace that for the GM certified program.
