P0014 won't go away

P0014 won't go away
I installed a new head, did cams, springs and timing chain and triple checked the timing was good before I put it back together. Ever since then, I've been stuck with P0014. I replaced both intake and exhaust solenoids with no luck. Before I redo the timing, anybody face a similar problem?

Any updates on this? A car I bought that had the head replaced and zzp stage 2 cams installed is having a similar issue. Im getting a p0014 code and it runs rough when first started for the day. I checked timing and it is good. I also replaced the cam phaser valves and I am still having the same issues.
