Yeah....I think it's kind of bullshit since it's a safety issue and a flaw with the car...not something a customer should have to pay for.

Service Airbag 2006 chevy cobalt

So I am not concerned about this issue if the bag does not deploy. What i am concerned about is the darn thing will randomly deploy while i am driving! Is that possible?

If your seatbelt wire is messed up it shouldn't deploy ever. I replaced my passenger one due to my own stupidity it failed.
