I had a similar issue, throttle would surge sometimes at idle, sometimes when cruising. Only happened when engine was warm.
A bad temp sensor was the culprit. When engine is hot, system is closed loop and uses the coolant sensor output when calculating air/fuel mixture.
When viewed on a scanner, you could see the temp sensor drop to 0 degrees or lower. As soon as the temp sensor started to drop, the throttle would surge. The more the temp dropped, the higher the RPM surge,
Replaced the coolant sensor, everything is perfect.
