Throttle Control Actuator testing

Hey guys,
Any way of testing the Throttle Control Actuator (I think that's what it's called) on the throttle body, and the Accelerator Pedal Position with just a multimeter? Trying to diagnose reasons for acceleration stumbling and poor mileage. I've done all the usual (plugs, coils, etc.) with no luck. It doesn't stall and no C.E.L.'s but stumped at what's causing this.

You can get the throttle position value from an OBD-II scanner.

You could tap into the wires with a multimeter, but I don't know how much info you'd glean from that while stationary.
