2FST4U, I think I'd go the gentle route that I've used with rims in a similar state before. Wash with car shampoo, dry, use pre-wax cleaner, (that should remove most of it, remove, then the swirl remover, let dry and remove. I'd go with something that's gentle but effective like Turbo Wax. I wouldn't personally use a rim cleaner, as you've got rust dots there, that surface could still be saved.
