The emission testing in California is changing this year but the new procedures likely won't be in place until summer time. Until then if you're bringing a car in you'll want it as close to stock as possible unless you can find a lenient shop (which isn't always easy finding one willing to risk their license and the higher fines this year). If you have to get a tail pipe sniffer test before the OBD-II-only testing is phased in later in the year a stock cat will be best as many of the cheap "high flow" catalysts don't clean very well and other than OEM the only legal cat is a special OBD-II certified cat for your specific model and year with a CARB EO (California Air Resources Board, Executive Order) number.
