They are pretty useless, i took mine in to Golden West College in HB (referee) for an exhaust violation and they didn't test the DB because of the none "CA approved" cat. Technically you can't have anything not stock by law... meaning an after market down pipe, and/or headers is an instant fail... they didn't even care that my exhaust was GM Performance... Luckily the kid there loves cobalts (has a Cavalier and always wanted one) so he kinda hooked up me up i think... he put on the paper "no specs available for car refer back to court or issue agency" and said I'll probably have to pay the fine w/o correcting it. The thing is i just got it in the mail it's going to cost 390 bucks to pay it w/o correcting or 25 bucks if i switch my DP & headers and go back...

One good thing, the referee was FREE...

EDIT, forget to answer your question this page has all the info you need and the 800 number to find a local referee in your area

I got pulled over tonight because the officer thought "My exhaust was too loud". I was coming back from the commerce and i couldn't help but laugh. We had a nice talk for about 15 minutes and he let me go.
