As long as it's not on the freeway, you can justify your speed and it will get thrown out. Freeway has it's own rules and anything over the posted limit is grounds for an unquestionable ticket.

If you were going 55 in a 45 on a main street at 4am and there was no traffic on the road, you could probably win no problem.

Also, (talking to a cop in my unit) The vehicle by the state of california must be either black/white or all white with distinct markings to tag you for speeding. Unless they pace you, which is unlikely.
