Ok got through the thread.............im in the OC so if you want i can look over the car and give it alittle tune up if you want. Sent you a pm with my number. Honestly i wouldn't take it to the dealerships for work unless you want to pay out of your ass for them to guess whats going on.
And bigdave stage 3 does make alot of power
Big turbos have a lot more potential but don't count them out. Obviously look at teds setup.

It would sound like he picked up a car with the Mopar Performance Stage 2 with the "Turbo Toys" option. Just to make sure the previous owner didn't take off the rest of the kit before sell/trading it in, take a look at the computer to make sure it has a "Mopar Performance" sticker on it (it's mounted in the engine compartment next to the radiator by the driver side headlamp). Don't be surprised if the sticker says Stage 1, as some of the early S2 computers got that sticker from Flight Systems, the company that puts the kit together and flashes the computer for Mopar. Also take a look at the metal wastegate actuator can (WGA) for the turbo where the arm attaches to the wategate flapper on the exhaust manifold. If there's a nut and threaded end it is one of the "Stage" kits or possibly aftermarket.
If he has a "toys" car it could be possible he hit the jackpot and picked up a Stage 3 w/toys car, which also can have the panel in the car for the adjustable boost, intercooler sparyer, and race gas mode. The easiest way to tell is to look at the silver compressor cover at the turbo's inlet. If it says "MOPAR" in big letters it is a Stage 3 turbo. If not, it is the stock turbo with the S2 kit.
The only big down side to an '03 car is that they didn't come from the factory with the Quaife torque-biasing limited slip like the '04+ cars did. For a straight line that won't matter too much, but powering out of a corner or auto-x/road courses will end up in peg leg wheelspin without it. You can buy and install it on the '03 trans but it's not inexpensive.
A stock S2 SRT-4 (meaning no other modifications other than the Mopar kit) is actually very closely matched to the SS Turbo. Running the Neon on high-octane, race gas mode usually has it just a touch quicker in the quarter mile but the Cobalt traps a touch higher at the top end. Now modify the S2 SRT-4 and it has a decent amount of potential and should be quite a bit faster, but the same thing could be said for a modified SS.
