the rear cobalt fender lip is actually already "rolled" normal fender lips have a return, its 90 degrees in most cases. Rolling it is to compress the lip so it closes up and touches itself. All you can do on a Cobalt is hammer (roll) the fender lip together more. It is possible to work the metal in the rear fender and "stretch" it so there is more room, but it is a very difficult task, as you have to stretch it without pulling the rear of the fender away from the rear bumper attachment which is a 45 degree angle down and hard to work with.
people in the ghetto roll with a small baseball bat. There are metal rollers and stretchers designed for this sort of work.
expect to pay around 75 00 for a ghetto roll on Jerome Avenue (lol) and 750 a fender in a real body shop... or more.
my experience.
19's on coil overs slammed and rolled. Alexx car , long departed.
and this photo on 7.5 wide 17 inch 42mm offset saab wheels for comparison

Ahahahahaha.
The thing that I've been asking around, but no one seems to answer, is this: I've seen a few cars (one of which is blazinss), that have the wheels perfectly aligned with the fenders, which is what I'm looking for. What kind of rim width/offset do I need to get to have it like that?

18 x 9.0 42mm will work. 9.5 is maybe too extreme
19s will take all that work in the fenders that is so hard to see until you look at stock wheels (silver saab example)
18 x 8 PF01
18 X 9.5 pf01
18 x 14 forgelines. O. wrong car. lol

few people pick up on that. Great place. in the late 70's Freddy Opert used to export pony cars to France and Uk, Germany. My job was to roll on down to Jerome avenue and pay 20 to adjust two digits.
guys trolled up and down the sidewalk pulling little tool carts.
it was a simpler time. lotsa fun.

Did I ever tell you about the time I grenaded the transmission in my brand spanking new Kenworth right at Jerome Ave? This was '96. Not so nice there at that time.
