This is an easy trouble shoot. First, who did the job? Were the wheels balanced? You should not need an alignment with new wheels and tires.

alright thanks guys my dad mounted them he has a shop. they are directional and on the right way. i have not had them balanced but i did not think this was the problem since it only happens during braking. but my dad is going to trade cars with me and fix the problem for free. he said that he owes it to me for not having it perfect the first time.

when I got my wheels from wheelmax.com, they were supposed to be balanced. I took them in after installation because I was having the same problems as you. Balance was way off. They peeled off almost all the weights and rebalanced 3 of the four wheels. I had to send wheelmax the bill but they paid it, no problem. Very nice to deal with.

No need to look any further. They need to be balanced. Anybody who mounts a new tire to a wheel knows that is necessary. Strange your dad didn't know that.

While an alignment might be a nice, it would not be a cause of vibration as described. If there was a significant enough weight change, it would only effect tire wear. It wouldn't cause any vibration.

Just to throw this out, If your wheel lugs aren't torqued correctly, while braking your car can vibrate.

i don't know about on cobalts, but when i removed my stock wheels I had these wierd little clips that were on the lug nuts...I forget the reason why they were on there but with aftermarket wheels they caused vibration.

A guy at a tire place recognized them, removed them and the vibration went away.

I have to take mine to the dealership to get it fixed because my brake pads have cut grooves in my rotors. Every time I brake I get a bad vibration.
