Well i work at a dealership and i already ordered mine. But all dealers at this point have the option to buy one, this was available to dealers since march 6th. Just ask for a 2008 cobalt ss turbo. it is the only option with the ss option of course. I watched my sales manager order it, pretty simple. They also should have the guide books for them to show you options. The only thing is there is no pricing options yet, they dealer won't get that until they receive the invoice from gm. They don't actually start making the car until April 7th. My order went in today and the production week is April 7th to the 13th so right now it looks pretty quick. Though i live in Oregon and the factory is in Ohio i probably won't get it until the beginning of may.
Unfortunately i am not aware of the actual manufacturers since gm doesn't tell us this. But i could bet it is billstien since it approaches corvette handling lvls and corvettes use them. Also so does the solstice and sky if i am not wrong. For the sway bars just look for larger sizes, spring rates i couldn't tell you either nor could a GM parts rep.
