Way to be completely unspecific. From your post, they can be bullet holes, tar, bugs, paint chips, cig burn, paint, poo, etc.

its road tar...

I use "bug and tar remover" its in a yellow can works like a charm... just work in small areas, and take your time. Spray a small area and let it sit for just a moment to let it loosen the oil, and lightly rub with a very soft towel

You can also use a clay bar but its like $5 bucks for a can of B&T remover and anywere from $15 bucks and up for a clay bar... plus with a clay bar every piece of dirt and rocks it comes in contact with will help you scratch the **** out of your paint... which ever you choose you will have to wax the paint after your done cleaning the area

oh and one more thing if you have a white car and notice these spots on your paint, if you let it sit too long it will "stain the paint" and leave a yellow discoloration that will never come out

They are specs of road tar and/or carbon/exhaust from running rich (stock tune, Stg2, or custom can all cause this if overly rich). Get bug/tar remover and soem elbow grease. It'll come off. I know exactly what you';re talkin about. My old yellow ss/sc was COVERED with that in the rear. After it's all off, wax it twice or so and then keep it clean regularly
