Tuning Question

So I was at a local shop today and we were talking about tuning the SS/SC. The guy said there was a cobalt in there with a glitched ECU because when he is at WOT his throttle is only reading 85%. I told him all cobalts were like that. He seems to think that there is a problem with this and said GM did it before with the cavalier and they had to do a recall. He was explaing to me that by only hitting 85% I am not hitting all of my tables or something? I dont know anything about tuning but this is what he was telling me. Hopefully someone will have some input on this.

I just tuned my car over the weekend and it was restricted to 60%. My car has never been tuned so i would think GM restricts them blower to 60%. I'm just as lost as you are.

yah I have no idea, maybe someone who has a lot of experience with this will have an answer. This guy tunes all gms around here so just wondering if there is somethign wrong.

From: Still fixing others mistakes.
they are limited to 88%. this is wot in the gm computer. if your car is stuck at 60% you have issues.
