HID wiring

i bought an hid a while back and the only way i can use them is high beams on, i want to wire it so i can get them to work with my hid foglights, can anyone tell me what wires to splice together.

what? define, "an hid"
the bulbs? the ballasts? the whole kit? how many kits?

This happened to mine as well a while back, the wires attached to the blue 9007 plug are mixed up. I forgot which ones go where but they need to be reoriented.
