Angry Stock Shift Light Help!!!

In the U.S. does anyone know about the stock shift lift in the gauge panel? Ya know it looks like a gear with a "+" in it just to the right of the gas gauge I guess, but I've never seen mine go on. I read the owner's manuel and it doesn't say anything about being able to turn it off or on, it's just suppose to be on. Can anyone help me?

If it's an SS S/C. It dosn't work. No ones does.

Yup. And in this case the owners manual does say that the shift lift is not for the ss/sc.
