Whiney noise when steering?

Hey when I'm in park or driving I hear a whiney low pitch noise come from the steering column? (Usually only when turning)

I also hear it loud from the out side and when I start up the engine it sounds louder than usual with out even turning the steering wheel.

I just got my steering column changed and the infamous rattle went away but I still have the low pitch whine noise...I was thinking possible the electric steering motor or something?

any ideas?
