or do you mean the rolled inner portion of the fender to fit in a wider tire. if this is what you are talking about, then please do the favor to yourself and dont use a freakin baseball bat like i have seen some people do lol
Its when they roll out the lip on the fender to make it look more of a wide body card i will try to find an example

I don't think that rolling the fenders actually pushes them out. It just pushes the inner lip of the fenders and folds them up higher. It gives you about 1/4 inch more of clearance. I mostly see guys doing it who want to tuck tires that rub a little.
Your talking about flared fenders.
Rolling them is like what Dan the Man is showing in the second pic. This can also be done with a wooden baseball bat with the car on the ground. Its done to prvide a little more clearence for wider tires that otherwise may rub the lip of the fender gouging them and possibly damaging the paint job.
