The video is an night so you can only see the glowing dials of the HVAC unit. I cant make out the noise. But I can tell you, my 1st to 2nd shift is usually the toughest shift. Not so tough that I think something is wrong with it though.
A couple things you can do to check it or verify. Whats the temperature where youre at? If its below freezing, moisture can freeze inside the cable sleeves and make it really tough to shift. I had this happening to my car for years. Most people just replace the shifter cables. I was stubborn and ignored it and all of a sudden it fixed itself.
You could also have a damaged cable clamp thats letting the cable slide alittle. They would appear as if the shifts are difficult to engage. You can pop up the cup holder and look at the clamps holding the cables. Shift and see if there is any sloppy movements. There is a TWM clamp replacement you can get to fix that.
Lastly, the rolling pin housing might be cracked or broken. Common on cobalts. If you unhinge/disconnect the boot and pull it up, you can view the shifter housing and inspect for damage or cracks.
