actually since hes military and likely stays somewhere on base you call the base provost marshalls office and he will investigate and arrest him. providing you can show evidence of his wrongdoing.

File a dispute with paypal if that is how you paid. We now have itrader which is perfect for things like this. Other than that -- bashing the guy, the fact that he is in the military, etc. isn't going to get you your money back.
