Hit the little button that looks like a mountain with a moon above it, it should come up and ask the URL of the pic you want to display. It should look like this
except without the slash before the first IMG tag.

You need to host the picture somewhere on the internet. You can't just run it off your computer. Go to photobucket or imageshack (google them) and make an account, they are free as far as I know. Then you can host pictures on there. You can't upload pictures to css.net that I know of so you have to use a URL from somewhere.
