So i figured out its going to take awhile for me to save up the money needed for a fabricated downpipe. So i wanted to just gut the second cat after the O2 sensor, just didnt know if it would throw a code or mess anything up. Any suggestion or good enough reason not to do it?

It will throw a code. And the code will say "catalyst system efficiency below threshold, bank 1." A lot of people will argue this point with me and I don't care to hear it from them, but going without your cat is not only illegal and will cause you to fail an emissions test but it hurts your performance. It might give you a little more horsepower up top but the extreme loss of backpressure will kill your torque.
When I swapped out my cat from a stock one to a "high flow" one I gained 3 horsepower and lost 12 lbs of torque.
