Depends on the area, if it passes the emmissions test that is all that matters in some places.... Most do not have to worry about this. Having a proper sized high flow cat, with the proper amount of catilyst will allow the car to pass at the factory ratings.
I dont recall even 1 downpipe right now that is carb legal. Nor any headers, pacesetter and vibrant, one of the largest two are not, as they didnt submit them to the EPA for testing.

if you are going to be swapping the down pipes alot , you might want to think about putting some high temp anti seize on the bolts or nuts , just so they come off a little easier when its time

Well apparently M1kl0 the car isn't de-rating itself as others have said, but I know for diesels we have to de-rate (go into reduced power mode) the tune if there are certain types of emissions related failures (catalyst, dust filter) in an attempt to make the vehicle pollute as little as possible until its fixed. I just assumed that it would do the same in the Cobalt SS as I didn't think the EPA/OBD (on-board diagnostic) rules for gasoline were different than those of diesel.
wow where is steddy2112 when you need him? i was right on it throwing a code. and even if it didnt throw a code it is still ILLEGAL. I dont care if you pay for a sticker or you know a guy or what. When it comes down to it its still ILLEGAL. So although i may have been wrong about it throwing a code (i guess i wasnt) im still 100% right in saying that if you have a catless exhaust (downpipe included) it is ILLEGAL. You can look up the law. It is a federal offense to not have a catalytic converter on a car if it is newer than like 1995 i think. anyways, im right steddy. So all in all, you may be able to get away with it, but you cant tell other ppl it is perfectly fine. They need to know what they are getting themselves into so when they go to get inspected and get rejected, they dont panic and wonder why and then flip out on the vendors or anyone else for that matter.
Reston is def. correct, taking off, modifying, or pretty much touching the cats, O2 sensors, or any other emission related controls is illegal.
In states w/o emissions though its not enforced and states where its checked it can be worked around, but still illegal and you can get in trouble if you get caught.

Since the DP are throwing an o2 code on most that have been ordered, we are going to send all those who have already purchased one of our downpipes and those who do in the future with an o2 simulator in the kit.

P.s. The car's afr stays exactly the same with or without the DP, we have over 500 dyno runs on our car, and after 100 miles with our Downpipe in the same location ours has not thrown a code. Regardless we are here to help out with tech and support as much as we can.

Alittle OT, but I can guarantee that 80% of cars on the roads with aftermarket exhaust dont have cats. I didnt have cats on my 01 Mustang GT and I dont have any cats on my 05 GT. And trust me, its cheaper to go that route, LOL.
Just want to let every one know IT IS IMPOSSIBLE TO VOID YOUR WARRANTY!!! period. Moss-Magnusson Warranty Act. You can bet the dealer will not cover those things that you mod and if the mod broke them, but only those parts, nothing more. I know I've been doing service for over 18 years. You can get a light tune on your car, in fact most cars come from the factory with a low state of tune for EPA reasons among others. TM > torque management has been dialed back. This new SS\T really makes about 275 bhp and 275+btq with a good full tune\ 70% of TM taken out. I've also been told the Airintake on the car is really good stock, good till about 330 bhp, so no need to put a CAI on if and when they come out.
I thought this car is a CAN system. CAN control area network? Yes questioning, cause I was going to get a new tool when I get this car & I maybe wrong. I thought this is why eveyones having a hard time W/ mods. PLEASE let me know what is what I always want to learn.

Sure, the act is supposed to protect us, and I'm glad you work for a dealership that does business like it should, but all a shady dealer has to do is say a part was the cause of the failure, then the dollars are out of your pocket to take them to court to prove that your part did not cause the failure. Good luck against a good lawyer there. Now in reality unless your car is highly modified or you are a pain in the ass most dealers could care less.

street racing is definatley illegal and we have people here on the forums that do it.
but eh, if i get caught i get caught. but i had catless before on other cars before and never got caught so ill take my chances
