Looking to buy a tc cobalt.
A rebuilt car and it's 11,500, hope you never want to trade it. I had debated selling mine fully bolted with 36000 miles and figured at best I could get $12,500. So yes, rebuilt title for 1,000 less is steep. Nice looking though.
Def bring the magnet and see if the quarter panel was replaced or bondo'd over. The price is def a little high for a rebuilt title. Make sure this one doesnt have the cracked block leaking coolant issue. Get some pic's of the engine bay, find a friend with HPTuners and ask if you can verify the tune on the car, do a read entire and compare it to a stock LNF file in the tune repository.

There is one here for 6500 rebuilt.
There is one in Florida for 7000 rebuilt.
Rebuilt titles are worth about half of what the NADA or KBB on the car is.
For 11,500 there are tons of ~50k mile TC's around. Just be a little patient. Hell, there are people here that will sell you theirs for that and youll get a full history on the car as well.
