aem dry flow question

got that turbo kit with an aem dry flow on it, and i went to clean that last night (using the proper methods) and the thing is still damp after sitting out for 24 hours.

i've never had one of these, but it seems like it should be dry by now correct? I'm not sure f the guy before me sprayed it with oil or something and that ruined it. I don't mind to wait for it to dry, but if this thing takes 24 hours to air dry, i can only imagine how much strain it puts on the engine when it gets damp from driving in the rain.
