you don't really need meth with just a stage II package. Although, if you get wideband, you should get someone with HPT to retune you to lean it out a bit and bump the timing some.
But to answer your question, dual pass would be better in your set up.

Its pretty nice, the only complaint i have so far is the drain plug is an absolutely horrible design, but its better now that i plugged it.
Edit- and what about option b without dual pass?

option b is just another coolant tank reservoir that replaces the stock intercooler filler neck. Essentially it will allow you to run more coolant into the endplate and h/e. I still say you should dual pass, but make your own. It's not that hard, and there's even a how-to on here some where.

i dont have the tools to do something like that, and i wouldnt kno how to install. I would probably buy one and try to find out how to install or get some one to do it. But would i see added cooling benefits from the just option b or does that need to be with the dual pass to really work?

Meth is more effective. The dual pass makes a big difference in IAT2, as well. With a 2.8 and 60s a dual pass sould be fine, though with meth you would be able to run more timing and get some more power. If you are ever thinking of going TVS or smaller than a 2.8 I would definately go with meth. If possible, I would get both dual pass and meth but I know that isn't always a possiblity.
If you go dual pass, get the option B. If you don't, it will be a BITCH of a time trying to bleed air out of the system.

dual pass will help with lower IAT's which will allow for more timing, option bw ill just make bleeding the air out of the system easier, so dual pass is where you should spend your money, i run dual pass with no opt.b...although i am about to do the option b thing bc i want a easier way to bleed out air

If you dont ask questions, you'll never learn. As you do a pull with you're car you're intake air temps will rise. As you're intake temps rise the computer will pull timing to prevent any engine damage thus slowing you down. The more cooling mods you have, the lower you're IAT2 temps and the more HP you can keep to the ground. Yes option b holds more coolant

When I had my SS/SC I bought the tank from crate engine and put my own "kit" together.
