Sounds like a nasty ass boost leak or something, your getting surge too? check boost bypass solenoid?

 

It's an exhaust leak, but yes it's surging, an I also noticed I can't rev past 5k no cel or codes given its strange

 

So solenoid, and actuator work properly, hoses are in good condition, I am at a loss here I really don't want to take it to a shop but its starting to look like I might. Smh...•_•

This is odd because you say there is no CEL...Kinda can't diagnose it without one. lol Hope you get it fixed man.
