The only difference you would see is cosmetic. Although it is functional and would probably help dissipate engine heat a little more...I don't think it's anything that would make a noticeable difference.

Should add twice the whp of a sticker, so around 20.
On a serious note, I would think it would cause more disturbance in the aerodynamics than anything. I don't know if they wind test them, I'm willing to bet they don't. Mostly cosmetic and some extra fresh air to the engine bay.

i had a friend with a camaro and he ran a quarter with and without, he did actually notice a difference but i think it was a combination of the incoming air and his intake that did it.
i wouldnt expect miracles but it will help, the main reason for doing so is for cooling for turbochargers, if you ever owned an older vehicle, like early 90's vehicle turbocharged, you would have noticed the paint peeling off the hood after a while from the heat. i dont think this happens too much on the newer cars though.

If you were to fab up something that would bring your intake in line with that scoop... then yeah, you'd get some gains... otherwise it's good for heat dissapation.
Functional scoops
Non-functional

you can actually get a good gain out of it if you use it properly, i had a friend who modified his arbox and headlight so that the air would go right into the air box. I think you could do the same with this, but only for track purposes. Route the hole from the hood to you airbox so whent he hood closes the hole is right above the airbox, have a whole cutout from your airbox so it sucking right through the hood not through the fender. Possibly get another airbox lid from a junkyard, cut a hole in it, and swap it when you go to the track, and when your not, put ur stock one back on. I think it would work well, anways the ram air/air box shaved .2 off his time.
just looked at the pics of the hoods, none of them look like they direct the air to the airbox, keep looking i know they have some that do so for the cavaliers, not sure if they are out yet for cobalts.

You won't get any gains out of a hood scoop unless you build a ram air out of it. Better for a N/A then a S/S I assume.

I have the IPP carbon fiber SS hood. I can tell you that the coolant temp stayed the same. It's just for looks oh and it does make the engine sound a lot louder because there's no insulation on the hood. But yeah I think the hood slows you down when you get the speed up there. I could do 145mph but with the hood, I doubt I can hit 145. Maybe 135 140 but definately not 145.

the top 1 is not routed to the filter area , where the lower 1 should be routed to the filter area
i can tell you on the cavaliers and sunfires with the ram air hoods , there was no gain performance wise
my cav ran the same times with the stock hood and ram air

Well I can't tell you whether or not a Ram Air system will provide a gain on your Cobalt, but it has been knows to provide gains on other cars. A perfect example is the 2000-2002 Camaro/Trans Am with the SS/WS6 performance package. The package added hood scoop(s) and a ram air system to an otherwise identical engine used non SS/WS6 models, and power went from 310HP to 325HP. Of course thats a factory system on a V8, so obviously you would never see that much of an increase, but the point is that it can definitely add some power
